IEEE Identifiers
IEEE permits two types of identifiers. The "original" identifier for an IEEE publication is of the form YEAR/NUMBER, where YEAR is the 4 digit year of publication and NUMBER is an 8-digit number. To find these go to IEEE digital library and find the page containing the abstract of the article. The URL of this page has the YEAR right after the name of the publication and the 8-digit number at the very end of the URL.
For example, for this article, the year is "2000" and the 8-digit number is "08500014." The corresponding BibTeX entry will have the eprint line
eprint={focs:2000/08500014}
The "new" IEEE identifiers use the DOI.
